So what does Internet Explorer have to do with copying a file? The source and the destination were both on my local computer. Actually, the source file was inside a Zip archive I downloaded, not using Internet Explorer though.Oh, and that icon looks a bit dated too.

As I recall, this window is about security attributes file downloaded from the web has in Vista. It is marked as 'downloaded, non-secure' in another NTFS stream, so, for example, if it's an executable, running it will invoke additional confirmation. Judging by that message, 'non-secure' status will be erased when that file copied/moved, so there's additional confirmation for that.
